No, Microsoft is not coming out with a 2024 version of "Windows XP", but this one guy made an amazing mockup video of what "Windows XP" might look like if it were released today.
The 9+ minute video goes through the installation process, then shows off the "new" look. The classic "Bliss" desktop now includes a Dark Mode, and even "Rover" (the searchbot) makes a return.
