App_Addons_of_all_content (Body, hair, toys, rings, necklaces etc.)

I don't remember where was that but maybe Sam created app of possiblities to add new body, hair, toys etc. what created users. I want try use this app to empty version of game how this work. Where I can find it with instructions how to add new content and what is the limit of mods to not lost performance and not waiting for long loading? Something like modifications approved by the administration as compatible and compatible with the game xd I don't want add fail mods. Thx for any answers I back soon ;p
