Customizer inconsistency

I know V11 hasn't been released yet and only Developers/Testers will know what I'm talking about here...
...but the V11 Customizer menu has one major annoyance that makes it difficult for Software Developers like me to write utilities for it: the inconsistent number of Save Slots.
Unlike v7.5 and VX, V11 (happily) has separate Save Slots for Female, Male and Shemale models (no more sharing slots across all genders!) But each gender has EXACTLY 399 (always visible) save slots while every other category has up to 998 (most of which are hidden until you save something to one of the last 15 slots, at which point an extra 100 slots are added.)
It would be SO much easier for developers like me if ALL categories display 399 Save Slots by default (right now, if you copy a Body/Face/etc to slot 399, it won't appear until you save something to 185-to-200 AND 285-to-300.)
