There actually can be a couple of answers, depending on the pose, it can be used as is rather than moved, as once you are in sequencer you have the ability to move where the pose is, angle,slant, direction, etc, in total. Otherwise, to move it in pose editor, the number of points you have to move in the animation can depend on how many of them actually are tied to the hip. Sometimes, you just "fix" the beginning and end of the animation, and it stays. Sometimes, using copy and paste for the hip point through the point in the animation line can move the whole animation relatively well. I don't know if I explained that clearly enough, hope it helps.
